Hiram To was born in Hong Kong on 11 July 1964 and has lived and worked in Scotland and Australia. He moved to Australia in 1986 and exhibited extensively. Hiram To returned to Hong Kong in 1995 where he is currently executive officer for Visual Arts at the Hong Kong Arts Development Council.
'Casual victim...champagne dreams, caviar wishes...' shows the photographer standing alongside Barker Road on Mount Victoria Peak tram station in Hong Kong, holding a sign inspired by British Airway's Club World logo. His shirt cuff bears the name of Japanese avant-garde designer Rei Kawakubo's Comme Des Garcons label. 'Casual Victim...' is typical of To's work, a melding of high art with popular culture, in particular fashion, photo-journalism and graphic design.

This photograph was taken in 1990. This particular print was made in 1997.
